Special properties are objects of very high value (such as towns and villages) that can be purchased with large amount of cash. You also need to spend coins to be able to buy these properties.
This feature was introduced in order to not let these places (which bring the best revenue) be monopolized by the people who started early enough to buy the best venues.
Of course, in case you want to avoid spending them, you can always look for cheaper properties, which will cost only money.
